Chapter 8. Conclusions
The JICA TC Project for “Building capacity for Can Tho University to be an Excellent
Institution of Education, Scientific Research, and Technology Transfer” has been
successfully completed. Together with the JICA ODA Loan Project “Can Tho University
Improvement Project”, the TC Project has substantially enhanced the capacity of CTU in
research, education, and technical maintenance and administration systems, especially
in the fields of agriculture, aquaculture/fisheries, and environment.
For the enhancement of the research capacity in CTU, the expertise and experience of
Japanese supporting universities were shared regarding planning research policy and
promoting both interdisciplinary research and university-industry collaboration, for
which several manuals/guidelines were formulated and issued. Technical advice was
given for the selection, implementation, and monitoring/evaluation of joint research
programs, including the development of research guidelines of Model Joint Research.
In the frame of the two projects, 40 joint research programs were carried out with
Japanese supporting universities in which 510 Vietnamese and Japanese researchers
were involved. Besides, many seminars, workshops, and conferences were held to
exchange CTU’s research seeds and industry’s research needs, and to share research
results within and outside CTU. A total of 5,278 participants were recorded in these

seminars, workshops, and conferences as of July 15 , 2021. In addition, courses on
how to write scientific papers in English were given to encourage CTU researchers
to submit papers to international journals. Patent application has been encouraged
through upgrading the capacity of related institutions (e.g., Department of Research
Affairs). Much effort has been taken to strengthen networks between CTU, industry,
local governments and community to promote their collaboration in MDR, generating
more than one hundred new research networks of this sort.
To enhance the education capacity of CTU, three new master’s programs were
established with the support of Japanese universities. Novel curriculums and
syllabuses were developed for the new programs. As a result of elaborate and extensive
preparation, the new programs were approved in 2017 by the Ministry of Education
and Training, and opened in October 2018, enrolling a total of 136 students as of July
2021. Japanese professors, together with CTU co-lecturers, gave model lectures in both
the existing programs and the new programs. From October to December 2020, surveys
were made on students’ satisfaction with the new master’s programs, which showed in
