Technical Cooperation Project
for Building Capacity for Can Tho University to be an
Excellent Institution of Education, Scientific Research
and Technology Transfer
Introduction
Since its establishment in 1966, Can Tho University (CTU) has been the core
educational institution in the Mekong Delta Region of Viet Nam, and considered to
be the center of culture, science, and technology of the region. Throughout the last
55 years, its main missions have been education and training, scientific research,
and technology transfer to contribute to the region's socio-economic development
in particular and Viet Nam in general. International collaboration is one of key
activities in CTU’s developing process. Among many partners, CTU and Japan have
had a long history of cooperation since 1969, with five (5) critical projects for
strengthening CTU in terms of human resource, academic exchange, education and
research, and campus environment/infrastructure.
This is the comprehensive report of the JICA Technical Cooperation Project for
“Building capacity for Can Tho University to be an Excellent Institution of Education,
Scientific Research, and Technology Transfer”. It describes general information,
background, objectives, and implementation footprints of the project in the three
main missions of CTU – education and training, scientific research, and technology
transfer. Detailed data of the project’s review are given using the Development
Assistance Committee's evaluation criteria, through questionnaire surveys, and
on the overall impacts of the project on CTU. Voices from CTU’s staff and students
are included to understand how the Project has affected their capacity and
performances. Finally, the sections of lessons learned, conclusion, and future plan
are summarized for readers who may benefit from this report.
It is our hope that the readers will grasp hints for implementing a multi-
component project, understanding efficient implementation structure, key factors
affecting project’s implementation, and evaluation criteria, so that they can design a
structure that will bring about most expected outcomes.
