1.2 Project Background
At present, the world has stepped into the age of rapid and extensive development of science
revolution and modern technology, globalization, the integration progress - cooperation and economic
development, particularly the development of the economic knowledge. Besides, the world has to deal
with the common challenges such as global food security, climate change and sea level rise, pollution,
etc. but not any country alone can solve these facing issues.
For Viet Nam, the national development strategies have been identified "the economic development as
the major task; the implementation of industrialization and modernization of the country associated with
the development of the economic knowledge and the protection of natural resources and environment;
establishing probable, modern, efficient and sustainable economic structure that can be cohesive to
the industry, agriculture and services; the development of agriculture, forestry and aquaculture and
fisheries increasingly at a high technological level which are associated with the processing industry
and new rural construction; the guarantee of the harmonious development between different regions;
the promotion of rapid growth of key economic areas, and the facilitation of the improvement for the
underdeveloped regions…".
