Chapter 1 Basic Information

J.D.14/2015 on January 29th, 2015 to the Ministry of Planning and Investment inform the list of Technical
cooperation projects in 2015; the TC project “Building capacity for CTU to be an excellent institution of
education, scientific research and technology transfer” is the 4th on the list of 11 projects.

The TC project was tailored to support the ODA loan project to achieve its main outputs. The TC
project including three main components: (a) Enhancing research capacity (four model joint research
from 2016 – 2018; these model research will be the prototype for implementing 36 research in the ODA
Loan Project); (b) Enhancing education capacity aim to build new education program and accredited
current programs follow AUN standard system; this component supports the first component of the
ODA Loan project that is development of human resources; (c) Strengthening technical maintenance
and administration system. This component supports the 4th component of the ODA Loan Project that is
equipment procurement.

In general, the TC project is the “kick-off” phase aimed to enhance the effectiveness of the ODA Loan
Project and to achieve other outputs that are not covered in the ODA Loan Project.
In accordance with the MM signed on May 29th, 2015 between CTU and JICA and several meetings and
discussion, both parties agreed on detailed plan and main points for the TC project as in Table 1 and 2.
The execution of the TC project also complies with the Agreement on Technical Cooperation signed on
October 20th, 1998 and Diplomatic note signed on March 31st, 2015 between GOJ and GOV.

Overall objective of the TC project is to support the ODA Loan Project, to enhance research and
education capacity of CTU in the three fields (agriculture, aquaculture/fisheries and environment),
