Chapter 1 Basic Information
Education and training strategy plays a very important part in human resources development
strategy. Manpower with good knowledge is the most important resource of the modern industry. Thus,
to improve the quality of human resources is the main conditions for the economic growth and social
development. The government has been developing the strategy for education and training development
while the country is step by step integrating into the world. However, while the developed countries have
achieved high level of development in science and technology and they are moving forward a knowledge
economy and an information society, Viet Nam is still a backward agricultural country with narrow land,
big population and a few natural resources. Therefore, education and training strategy must be the key
to narrow such a gap, push up the industrialization and modernization, make the economy grow and
improve the people's living standards. Education and training strategy must bring into play the good
tradition of Vietnamese education. It must on the one hand enhance the achievements and on the other
hand overcome the weaknesses of the 15 years of renovation in consistence with the world trend and
prospective in several coming decades.
For science and technology, the Party specified that "Science and technology play a key role in the
development of modern productive forces, the conservation of natural resources and the environment,
the improvement of productivity, quality and efficiency, pace of development and competitiveness
of the economy. Science and technology development aimed at promoting the industrialization and
modernization of the country, development of economic knowledge, to catch up with the advanced level
of the world...".
At the same time, "Environmental Protection" is the responsibility of the whole political system,
the society and obligation of all citizens. Incorporates between control, prevention, overcoming
environmental pollution through environmental protection and restoration. Development of clean
energy, cleaner production and consumption. Valuing research, forecasting and implementation of
measures to respond to climate change and natural disasters. Management, protection, rehabilitation
and rational and effective utilization of national resources (the Platform on national construction in the
period of transition to socialism was revised and supplemented in 2011).
The Party also identified one of the three breakthrough areas of the socio-economic development
strategy for the 2011-2020 period that is “Rapid human resources development, especially human
resources quality, focus on fundamental and comprehensive innovation of national education; closely
linked with the development of human resources and application of science and technology” (Document
of the 11th Congress of the Vietnamese Communist Party).
Meanwhile, CTU with its roles and missions focusing on training, conducting scientific research,
transferring technology to advance the socio-economic development of the MD and the Country. In recent
years, in addition to the outstanding efforts and significant contribution to human resource development
for the MD, CTU also actively participates in scientific research, technology transfer to address scientific,
technological, economic, cultural and social issues in the MD. From the results of scientific research
and international cooperation, CTU has created a variety of products, technological procedures to serve
local people and for exports, creating a reputation on the domestic and international markets. However,
besides the outstanding efforts and significant contributions in education and training of human
resources, scientific research, technology transfer to contribute to sustainable development in the MRD,
CTU still has major limitations for improvement and development, that are (i) the quality of the teaching
staff has not been equal and necessary to continually strengthen staff capacity to integrate with the world
development and perform better their duties; (ii) quality and training program have not met the social
requirements and has not been verified by international standards; social integration capabilities in the
region, domestic and international level of undergraduate and graduate students are limited and are
not dynamic, which needs further steps to promote the program, content and training methods; (iii) the
university’s scientific research should be focused and advanced, and CTU should enhance the research
quality to meet the enormous demands of the society, (iv) facilities, laboratories, wet-labs, have not
been synchronous or not modern-equipped, and especially not standardized according to international
standards to meet the increasing demands in teaching, learning, research and technology transfer; that
is necessary for infrastructure development, (v) funding for activities is still limited, which influences
on the deployment and implementation of development strategies of the university, so there should
