Chapter 4. Results of Joint Review

4.1 Review based on DAC Evaluation Criteria

Six (6) Criteria under OECD-DAC (Development Assistance Committee)

4.1.1 Relevance

The Project is judged to be highly relevant and necessary for the following two reasons; (1) it is
consistent with the development policies of the Vietnamese Government and the assistance policies
of Japan and JICA, and (2) it contributes to the realization of the mission of CTU and the Vietnamese
Government’s development plan of the MD.
1) Consistency of the Project with the development policy of Viet Nam

The Socio-Economic Development Strategy 2021-2030, together with its predecessor the Socio-
Economic Development Strategy 2011-2020, gives the highest priority to “continuous comprehensive
development of human resources, science, technology, innovation in association with kindling the
aspiration for the country’s development; accelerate the improvement of the quality of education
