Chapter 4  Results of Joint Review



            provided staff training and scholarship, and supported the establishment of a new college (College
            of Natural Sciences) in 1995-2005. Belgium supported distance learning and human development
            in 1998-2011, and then the international master course in the two fields; food technology and
            aquacultures in 2013 to now. In addition to these countries, the World Bank also co-operated to
            strengthen high technology, ICT, education/research in aquaculture fields, and human development in
            2000-2015.

               JICA CTU Project is currently supporting education (master course of climate change), collaborative
            research, and university management system, in addition to upgrading the facilities and equipment.
            These project activities would improve research and educational conditions and contribute to the
            further development of CTU, through harmonized support from other countries and agencies.
               One example of educational synergy between JICA CTU Project and other Projects at CTU is that
            international students of the program offered by Belgium (VLIR-UOS Project) attended the seminars
            given by Japanese experts under the JICA CTU Project and actively participated in question sessions.
            Moreover, these students were also offered advice and suggestions to their research presentations by
            the Japanese experts.

               Another emerging synergy is academic exchange and collaboration between JICA Higher-Education
            Support Projects; Jomo Kenyatta University of Agriculture and Technology in Kenya and CTU. Under the
            MOU between two universities, staff members visited each other’s campus, and exchanged ideas for
            further collaboration, especially to complement academic fields that are only insufficiently developed.

               These activities are highly consistent with the interventions of other countries and agencies, and
            have brought about synergistic effects, avoiding duplication of effort.


            4.1.3 Effectiveness


               The effectiveness of the Project is judged to be likely high.
             1) Achievement of the 5 indicators of the Project purpose


               As described in “2-2 Project Purpose and indicators”, the five indicators of the Project purpose have
            been achieved to the extent explained below:
               a) The number of published papers in international journals/ conferences compared to the target
            number indicated in the research proposals:
                  -  Model Joint Research: Agriculture-1: 100%, Agriculture-2: 25%, Aquaculture & Fisheries:
                     300%, Environment: 67%

                  -    ODA Joint Research: Kick-off: 57%, 1st batch: 44%, 2nd batch: 26%
               b) The number of applied patents: 4 (18%)
                  -    The number of new technologies: 20 (Achievement: 35.7%)

                  -    The number of new technologies applied: 12 (Achievement: 35.3%)

               c) Students’ satisfaction rate about the New Master’s Programs (5 levels): Level 4 & 5: 1st Cohort
            (79%), 2nd Cohort (78%), Vinh Long (95%)
               d) Students’ grade at graduation (5 grades): Grade A & B+: 1st Cohort (83%), 2nd Cohort (80%), Vinh
            Long (57%)
