Chapter 4 Results of Joint Review
the Resolution No. 120, and the Prime Minister issued Decision No. 324 in March 2020, on sustainable
agricultural development under climate change, a master program by 2030.
This Project and the CTU Improvement Project (JICA ODA Loan Project) have formed the foundation
for CTU’s contribution to the development of the MD according to the above Resolution and Prime
Minister Decisions through implementation of the 40 Joint Research Programs and 3 new master’s
programs in collaboration with Japanese universities.
Obviously, the Project is highly consistent with the expected roles of CTU in sustainable development
and the social needs of the MD under climate change. The significance of the Project has become
increasingly important as the Project greatly backs up the realization of the goals stated in the three
policy papers through strengthening research and educational capacity of CTU.
4) Consistency with international priorities (17 SDGs)
Many of the activities and outputs of the TC Project and ODA Loan Project contribute and are related
to the 17 Sustainable Development Goals (SDGs), a universal call to action to end poverty, protect the
planet and ensure that all people enjoy peace and prosperity (https://www.undp.org/sustainable-
development-goals). Aiming at sustained and safe food production by agriculture and aquaculture
/fisheries sectors under climate change, most Joint Research Programs certainly contribute to
the sustainable development of primary industries and environment preservation in the MDR. In
addition, master programs on climate change, human resource development, and the improvement
of research and education facilities with modern equipment are powerful impetus to achieve the
SDGs, as summarized in ANNEX-1-8. (Note: ANNEX-1-8 is based on the JICA’s criteria (Technical and
Higher Education Team, Human Development Department) of its contributions in the context of higher
education cooperation).
5) Appropriateness of the Project Plan and Approach
a) The overall design and approach of the Project is appropriate because of the following reason.
As shown in the figure below, each component of the Technical Cooperation Project and the ODA
Loan Project, in cooperation with the Japanese supporting universities, work together to create
synergistic effects on strengthening the capacity and supporting system of the university’s three main
roles of education, research, and social contribution, and thus contributed to the achievement of the
Project Purpose.
