Chapter 4 Results of Joint Review
e) Satisfaction rate of researchers/teaching staff/students with technical support system and
administration system:
- Satisfaction rate of students (2016 – 2019): Level 4 & 5: 2016 (40%), 2017 (33%), 2018 (34%),
2019 (42%)
- Satisfaction rate of researchers/teaching staff in 2017: 63%
As described above, both numbers of papers and applied patents from ODA Joint Research remain
lower than the respective target values stated in the research proposal. However, they will increase
during the remaining periods of 6 to 12 months for writing papers, during which the numbers will
likely reach the target values.
In particular, the low publication number from the 2nd batch (26% of the target) must be viewed
with the fact in mind that the research period terminates in September 2021 (August 2022 for A-12
due to a delay in commencement) and that further one year is allowed for writing and submitting the
manuscripts.
We added “the number of new technologies” and “the number of new technologies applied” (both
stated in the research proposals) as new indicators. This is because the Joint Research of the Project
is field-oriented and CTU aims for technology transfer to the regions. These facts render the new two
indicators more appropriate rather than the number of patent applications.
Students’ satisfaction and performance (indicators 3 and 4) with the new master’s programs
launched by the project indicate that effectiveness of the Project are high in education field.
The fifth indicator “Satisfaction rate of researchers/teaching staff/students with technical support
system and administration system” has not currently gained a high rating. However, we anticipate
that their satisfaction with the systems will soon change drastically because 1) new facilities with
new equipment will be completed and operated by 2022, and 2) the Project currently endeavors
to strengthen the systems and human resources for managing and operating the new facilities and
equipment.
2) Logic from Outputs to Project Purpose (Have the produced outputs led to the achievement of
the Project purpose?)
The accomplishment of the Project Purpose has certainly been led by the achievement of the
three outputs. These are 1) Strengthening research implementation system in the three fields, 2)
Strengthening education implementation system in the three fields, and 3) Strengthening technical
support system and administration system necessary for enhancement of research and education
capacity.
Needless to say, the ODA Loan Project implemented in parallel with this TC Project has had a great
influence on the achievement of the project purpose of this Project.
In particular, the 36 ODA Joint Research Programs are common activities of the two projects. The
research activity is financially supported by the ODA Loan Project, while the dispatch of the Japanese
researchers is afforded by the Project.
In addition, in the component of human resource development of the ODA Loan Project, many
members of Joint Research teams have obtained degrees in Japan or received technical guidance
through short-term training at Japanese universities. Most of them have contributed to the outputs of
the Joint Research after returning from Japan.
