Chapter 4 Results of Joint Review
b) The New Master’s Programs supported by the Project was initially planned to be implemented
in English to receive foreign students from the neighboring countries. However, it is still difficult to
recruit foreign students due to the financial constraint on scholarships. Operation of the international
course with measures to support scholarship should have been discussed well and confirmed among
the stakeholders at the planning stage of the Project.
4.1.2 Coherence
In December 2019, the OECD DAC Network on Development Evaluation added a new criterion
“Coherence” in addition to five (5) evaluation criteria. Coherence is defined as the compatibility of the
intervention with other interventions in a country, sector or institution (Evaluation Criteria - OECD).
The Project focuses on the sustainable development of the MD in the fields of Agriculture,
Aquaculture/Fisheries and Environment as well as the enhancement of research and education
capacity of CTU in these fields.
The “Coherence” on this Project is briefly explained in both internal and external coherences as
follows;
1) Internal coherence
Typical examples of other interventions are as follows:
a) Sustainable and climate-resilient development strategies of the MD by the Government of Viet
Nam: Resolutions No. 120 and Decisions No. 417 and No. 324 (Chapter 3, 3.1.3),
b) Human development, water disaster risk reduction and strengthening connectivity in ASEAN
region under a strategy of countries with similar interests in the region: Free and Open Indo-
Pacific (https://www.mofa.go.jp/files/000430632.pdf), and
c) Good partnership between Viet Nam and Japan as member countries of FTA including
VJEPA, AJCEA, CPTPP and RCEP, and special economic partnership between Can Tho city and
Japanese industry in electronics, farm machineries, agriculture/aquaculture, shipbuilding,
environment and energy saving.
CTU is contributing to the collaborative activities towards climate-resilient development for the
MD communities under the government strategies, and through the academic network activities with
neighboring countries such as Cambodia, Laos and Myanmar. CTU is also supporting the start-up
investment of Japanese Industries into Can Tho city through scientific and human network.
The Rector of CTU was assigned as a member of the Mekong Delta Regional Coordinating Council
stated in Decision No. 1054 of the Prime Minister on “Member of the Mekong Delta Regional

Coordinating Council in 2020 – 2025” issued on July 2 , 2021, which will further promote consistent
and significant contributions to the MDR by CTU and the Project.
These examples show the synergies and interlinkages between the Project and other interventions,
and the consistency of the intervention with relevant strategies and standards.
2) External coherence
In the history of 55 years, CTU received a number of supports, and developed linkages and
collaboration with many other countries, among which the Netherlands, Belgium and Japan have
continued their support for more than 10 years. The Netherlands strengthened university governance,
