Chapter 6. Lessons Learned
6.1 How does the Project operate
smoothly?
The PMU was established prior to
the commencement of the Project as an
important CTU organization structure. The
core staff members were appointed to handle
seven different tasks; (1) Administration and
Planning, (2) Monitoring and Evaluation, (3)
Human Resource Development, (4) Research
Management, (5) Construction Management,
(6) Procurement, and (7) Financial
Management of both ODA Loan and TC ODA PMU established by
Schemes. The JICA Expert Office was allocated CTU as one of University Supporting units
near the PMU Offices on the same floor.
CTU also appointed a Coordinator and a
Secretary from each of three main fields as
PMU members. PMU has a clear decision
system led by the Project Director and the
Project Manager under the CTU Rector Board.
In addition, CTU established committees and
task forces with roles of responsibilities as
needed, such as PMU-JICA Regular Friday
Meeting, Education Committee, Laboratory
Safety Committee and Animal Ethics Project Management Unit
Committee, composed of staff members of
appropriate disciplines.
Consequently, the Project has been running
smoothly and timely in close communication
with those members (CTU and JICA Teams).
