6.4 Initial rule for operation and
management of research budget
The budget management procedure for research
should be more flexible to adapt to any uncertainties
in research activities and unforeseen situations
on the basis of trust in scientists. The research
management rules, formulated in the first year of
the Project, were very important for operation and
effective in terms of clear responsibility by each
research team.
As a “lesson learned”, those operation and
management rules have not been easily amended
until later stages of the Project because of already
approved and rigid budget plan under the initial
rule. In general, initial rule of the research budget
is desirable to be carefully designed with flexibility,

6.5 CTU’s Breakthrough
through the Project
Strong research teams are needed to promote
publication in international Journals. Members of these
teams must be keen to collaborate with researchers
of different fields, and they must always be exposed
to cutting-edge science and technology. Research
environment must certainly be modern. In addition,
transparency and effective coordination are fundamental
together with the clear consciousness of responsibilities
by researchers involved. The JICA CTU Project has made
initial steps of the progress in these aspects.
