5) Concepts of the new TC Project
CTU is a part of the MD Community, which has been rapidly developing. The utmost strength of CTU
in science and research lies upon the fact that CTU is located at the center of the MD. Therefore, CTU is
both responsible for and willing to support the sustainable development of the MD.

A New JICA TC Project proposal (2 Stage), aiming at enhancement of CTU’s collaboration with the
MD communities, has already been accepted by the Vietnamese Government in December 2020 and is
now under consideration by the Japanese Government.
The New TC Project is designed for collaboration with the MD communities. The approach is in
agreement with the policy direction of the Government (Resolution No. 120, Decisions No. 417, No.
324) and the CTU’s mission; CTU is a crucial driving force for the development of the MDR. The SDMD
outlook and the New TC Project share the same perspective. Therefore, further collaboration of CTU
and Japanese partners is strongly recommended under the scheme of the New TC Project.
Towards the New Stage of the Project
The New TC Project
The title of the New TC Project is “Project for Enhancing science-based integrated collaborations
towards sustainable development of the Mekong Delta Region under climate change”, the follow-up
of the current TC Project and the ODA Loan Project. The second phase project will be implemented
on the bases of all assets built by the two current projects; network between CTU and JSUC, master’s
programs of climate change, outputs of the 40 Joint Research Programs, upgraded CTU’s staff members,
and the research facilities and equipment procured under the ODA Loan Project.
The concept of the New TC Project is to strengthen CTU’s practical capability through deploying
climate adaptation measures in the actual production fields of agriculture and aquaculture for the
sustainable development of the MD in collaboration with local authorities, private sectors and research
institutions.
Main activities of the New TC Project include continuation of the three master’s programs (climate
change) launched by the current Project, training for local government officials, deployment of the
research outcomes of the current two Projects in the production fields, and networked environmental
monitoring in the MD.
