Chapter 3  Key Factors affecting Implementation and Outcomes



               Professors dispatched under JICA TC scheme
            promoted a variety of academic activities such
            as model (pair) lectures of the Master’s Program
            (climate change), joint research activities, special
            seminars and a variety of academic advice to
            counterparts of CTU and students. JSUC has
            also supported and accepted staff development
            activities such as study in Japan (Master’s and
            PhD), technical and administrative training of
            CTU staff, and advice of new equipment plan of
            CTU to be procured under ODA Loan scheme.

            The effective utilization of research results should contribute to the sustainable development of the
            MD under the influence of climate change. Without the support of JSUC, the Project would not be
            implemented as it is.
               CTU will continue to make academic links with those universities after the termination of the Project.
            As of June 2021, all nine universities of JSUC have already signed MOU with CTU (Chapter-IV.2.1).


            3.6 Human Resource Development

            3.6.1 Brief Outline (the Importance of HRD for CTU)



               The overall objective of the Project is to strengthen CTU toward an excellent and internationally
            recognized university. Based on the “CTU Overall Strategic Development Plan 2007-2020”, approved by
            MOET, aiming to develop global standard human resources to extend the scale and improve the quality
            of CTU’s education. CTU aims to improve the quality of its staff members by increasing the proportion
            of teaching staff with graduate degrees (doctoral degrees, in particular). In 2014, the proportion of
            teaching staff with graduate degrees and doctorate degrees was 77.5% and 22%, respectively.
               To achieve its mission, CTU has been working closely with the JSUC. Under the JICA TC scheme,
            professors dispatched promote various academic activities; lectures of master Program (climate
            change), joint research activities, special seminars, and advice of new equipment plan. They also
            support in Japan on staff development of CTU such as long-term degree training (Master’s study
            and PhD study) and short-term training. The focus of Master training is university management and
            governance. CTU staff members have been trained in Japan, mainly in the three major fields.
            3.6.2 Key Factors in the implementation


               Some typical key factors in the HRD implementation are funding structure (911 scholarship and ODA
            loan of the Project), comprehensive support starting prior to leaving for Japan until after returning
            to Viet Nam (selection of trainees, research themes, training institutions, supervisors, admission
