3.7.2 Key Factors in the implementation

The Project construction component poses both opportunities and challenges for CTU, as the
complex nature of the work scopes can be expected. However, in the face of difficulties, CTU has proven
the capability of growing and overcoming any obstacles in the way. Thanks to the direct and in-time
support from the line agency MOET, the donor JICA, strong rapport with the consultant team, as well
as other entities, CTU have exceptionally handled several stages of complicated tendering procedures.
These help create a solid foundation to further pave the progress of the Project, by upholding the core
values of work ethics and project objectives.

CTU’s performance during the past years may be considered even more remarkable, since more
difficulties has undoubtedly arisen due to the COVID-19 outbreak, CTU has always taken all efforts
to move the Project forward, by strictly following schedule, avoiding wastefulness, and maintaining
comprehensive communication with all stakeholders, in order to fulfill the disbursement requirements
th
and steps as things become closer to the completion stage. On March 30 , 2021, the handover
ceremony for Hatcheries marked a significant milestone for the overall Project progress, while the Net
house is anticipated to be put into use in July 2021. The construction of the two major facilities, ATL
and RLC, is currently in the final stages of completion.
