Chapter 4 Results of Joint Review
b) Short-term experts: Dispatch has been suspended since March 2020.
c) ODA Joint Research: As described in II. 1-3 “Activities”, most programs under the ODA Loan Project
in Kick-off (6 programs) and 1st batch (14 programs) have been extended for six to twelve months,
and all 20 programs were completed in June 2021. Research papers must be submitted for publication
within 12 months after the termination of the research periods.
d) The New Master’s Programs: The Programs were affected by the delay in recruitment and
selection of the 3rd- and 4th- Cohort students, and delay in the progress of the 1st and 2nd Cohort,
especially field activities required for their master theses. In addition, the visits of students (local
government officers) of Vinh Long Province (2nd Cohort) and Ca Mau Province (3rd Cohort) to CTU
were restricted due to the COVID-19 pandemic.
e) New facilities and equipment under ODA Loan Project: Delay also occurred in the construction of
new facilities and procurement of equipment partly due to COVID-19. This delay has also been affecting
the progress of the activity 3-1 and 3-2 as described in II. 1-3 “Activities”.
4) Causal Relationship
Though COVID-19 pandemic has been affecting many Project activities as described above, the
Project and CTU have been trying their best to mitigate these restrictions by utilizing online means for
model lectures and scientific consultation with Japanese collaborators.
Except those activities that have been affected by COVID-19, the quantity, quality and timing of
the inputs provided by both sides are generally appropriate as all inputs have been utilized for the
intended activities.
5) Synergy effects with other projects and programs, etc.
a) CTU Improvement Project (ODA Loan Project):
The Project and the ODA Loan Project have had synergistic effects on both effectiveness and
efficiency.
b) (SATREPS) “The Project Sustainable Development of Rural Area by Effective Utilization of Bio-
wastes with Highly Efficient Fuel Cell Technology” (April 2015 – March 2020):
CAF of CTU has been collaborating with the SATREPS Project. CAF was involved in the research on
bio-fuel production from the sediment of shrimp farms, one of the four research components of the
SATREPS Project. Programs under model Joint Research and ODA Joint Research in Aquaculture &
Fisheries also focus on the sustained productivity of shrimp aquaculture under climate change, and
have shared the information and experience. The SATREPS Project also provided various analytical
instruments and laboratory-scale fermentation reactors to CAF to establish the methane fermentation
experimental laboratory.
c) Collaborative activities by Nagasaki University and CTU in the environmental field:
The faculty members and students of Nagasaki University and CTU have conducted a survey on the
distribution of plastic litters and the conservation of biodiversity in the mangrove coast in Mo O, Soc
Trang Province during the last three years. The activity has been supported by the Keidanren Nature
Conservation Fund (Keidanren, the Japan Business Federation). This activity is partly related to the
two programs of ODA Joint Research in environment field, in which researchers of Nagasaki University
are involved. Mekong River is one of the top 20 rivers polluting the coastal and oceanic environment
