d) A point worthy of special mention related to the Component 1 for Research
BSL 3 training course
The biosafety level 3 laboratory, one of the highlights of the Research Laboratory Complex in
the CTU Improvement Project using Japanese ODA Loan will be established when the ODA project
is completed. This is the first BSL3 standard laboratory in CTU and in the MDR. It will contribute
to the development of the area in terms of education and scientific research. The BSL-3 facility is
equipped with a number of safeguards designed to protect laboratory personnel and the surrounding
environment and community. Therefore, this facility allows and supports our researchers to work on
microbes and infectious agents that can cause serious or potentially lethal disease through inhalation,
such as SARS-CoV-2 and Mycobacterium tuberculosis, the bacterium that causes tuberculosis.
Fortunately, our university also received support from the Technical Cooperation Projects for human
resource development. In which, nine staff, including scientists and technicians from various fields
such as biotechnology, veterinary medicine, aquaculture, and agriculture, have been in charge of safe
operation and maintenance of the laboratory. All have to be trained at the NIHE and obtain official
certificates according to current regulations of the Ministry of Health of Viet Nam. NIHE provided
the laboratory biosafety manual (especially BSL 2 and BSL 3), knowledge of Microbiological risk
assessment, Guidelines for laboratory/facility commissioning, etc. Additionally, two staff were joined
short-term training courses regarding biosafety and instrument maintenance in Japan.
