Chapter 3 Key Factors affecting Implementation and Outcomes
Integrated Management of Coastal Aquaculture) has enrolled 25 students in its first recruitment. Most
students are governmental officers from the MD.
In addition to the lectures given by CTU and Japanese professors, the students participate in field
excursions to enrich their practical knowledge and experiences. After two years of implementation,
both the students and the provincial governments regard that the New Master’s Programs have been
highly useful, especially for government officers in the MDR to enhance their knowledge of climate
change adaptation.
3.2.4 Future Expectation (Expected Outcomes)
The New Master’s Programs have been contributing to climate change adaptation in the
MDR through human resource development, and serves for the needs of local governments and
communities. The Programs form the basis for establishing new models of climate change adaptation,
the new agricultural/aquacultural systems, and ways to improve livelihood of local farmers. Therefore,
it is desirable for more local-government officers to participate in the programs. To sustain and
develop the New Master’s Programs especially for local governments, the programs must be optimized
to satisfy the expectation and intention of the local governments of the MD. Participation of the local-
government officers in the programs will also intensify collaborative relations of the local governments
and CTU, which are crucial for sustainable agriculture and aquaculture, environment protection and
development in the MD.
3.2.5 Towards More Collaboration with Local Governments
The curriculums of the programs need to be adjusted and improved to meet the demands and to
attract more students. The

highest qualities, and thereby
better educating human
resources for the sustainable development of the MDR.
Aquaculture has been rapidly developed in the MD, especially in the coastal areas. Human resources
are subsequently highly demanded for that rapid development. The local governments have paid
special attention to human resource development for their socio-economic growth. In this regard, CTU
has been involved with high responsibility in development of the training programs to meet the local
