Chapter 3 Key Factors affecting Implementation and Outcomes
and Fisheries (CIMCAF) is one of the three master's programs developed under the framework of the
ODA-CTU project which aims at training and enhancing building capacity of the provinces in the MD.
This is a unique program. In addition to training normal students, the program provides a special
offer to local officers who have been working in different fields such as aquaculture and fisheries in
local governmental organizations. This special offer gives the officers an opportunity to approach
and update knowledge in order to be able to solve important issues related to their profession. As
such, the program has contributed to training of 25 local staff of Ca Mau province, specifically in the
aquaculture and fisheries field. These students are mostly the leading staff of the divisions, subsections
or lower departments of the Department of Agriculture and Rural Development of Ca Mau province.
Students of the first batch were enrolled in 2020 and have completed the first year of study. According
to the students, they have attained important knowledge which enriches and significantly improves
their thinking skills, experiences and capacity in order to be ready to deal and adapt to challenges in
the practical situations. The program has had a preliminary spread, as a result, the second batch has
been enrolled in 2021 with 17 students who are also from different aquaculture organizations of Ca
Mau province. With its commitment mandates, CTU always accompanies with local governments in
the MD in particular for their human resource development or capacity building to contribute to the
socio-economic development. Officers from other provinces such as Soc Trang, Bac Lieu or Kien Giang
are also targeted to be enrolled in the years to come.
3.3 Research
3.3.1 Brief Outline (TC Model Joint Research and ODA Loan Joint Research
Programs)
Joint Research Activities are in progress in the fields of agriculture, aquaculture/fisheries and
environment. The fundamental thread through all activities is “Climate Change and the Mekong Delta”.
The total number of research programs are 40, which includes 4 TC MJR Programs under the TC
Project, and 36 Joint Research Programs under the ODA Loan Project.
a) TC Model Joint Research
The selection process of the four TC model joint research projects started when JICA announced it

on March 16 , 2015. The process was carried out at CTU on March 17 and thereafter, and the draft

research proposals were submitted to JICA on March 20 . JICA gave feedback to CTU on the proposals

on March 31 . They were then revised and resubmitted to JICA on April 8 . Six research proposals
th
were finalized for evaluation on April 10 , 2015.

1. Exploitating, conservating and sustainable use of rice genetic resources in the MD on adaptation
to climate change;
2. Study on application of biological control agents for management of important insect pests and
diseases in paddy fields in the MD of Viet Nam;
