Chapter 4 Results of Joint Review
with plastic emission, and in order to battle the issue, the Vietnamese Government issued “the National
Action Plan for Ocean Plastic Management till 2030” (No. 1746/QD-TTg) on 4th Dec. 2019. In order to
further contribute to the issue through collaboration between Japanese Universities and CTU, now a
plan is being prepared to include an extended survey of the plastic litters along the coast of the Soc
Trang Province, and to raise environmental awareness of the local residents and tourists.
4.1.5 Impact
The impact of the Project is judged to be high for the following reasons.
1) Prospects to achieve the overall goal
a) CTU has been steadily raising higher domestic and international ranks in recent years.
- CTU has been ranked in the top five of best universities in Viet Nam for many consecutive years
(Webometrics).
- CTU is one of the 500 best universities in Asia (QS ranking).
- In 2020, for the first time, the CTU’s Agriculture field was ranked in the best 251-300 group in
the world. It is the highest rank in the field that a university in Viet Nam has ever achieved.
b) CTU will be even more highly appreciated by the MD Society for its contribution to research,
education and society, once the construction of new facilities under the ODA Loan Project is completed
and the activities of the SDMD Outlook 2045 are in full swing. The next-phase TC Project would further
strengthen systematic collaboration with MDS, which will strongly help achieve the Project Overall
Goal.
c) The vision and the mission of CTU strengthen the achievement of the Project Overall Goal.
[Vision] CTU targets to be one of the leading higher education institutions in terms of quality
in Viet Nam and one of the top universities in training and research as recognized in the
region and the world.
[Mission] CTU operates its resources to be the leading national institution for education,
research and technology transfer, making significant contributions to the development of
high-quality human resources, fostering the talents and the advancement of science and
technology to cater for the regional and national socio-economic development. CTU is the
crucial driving force for the development of the MDR.
d) The Project created an opportunity for CTU to collaborate with JKUAT, which is a further step
toward the CTU’s internationalization. An MOU between CTU and JKUAT is being prepared. Through
joint research and exchange of human resources progress in the future, CTU’s contributions to research
and education will be further internationally recognized.
2) Causal relationship
The Project outputs and purpose are certainly leading to the overall goal.
3) Ripple effect (the effects and influence other than the overall goal)
a) Impact on policy formulation and development of laws, systems, criteria, etc. in the provinces of
the MDR is expected through continuous implementation of the new master’s programs on climate
change.
