Chapter 4  Results of Joint Review



               d) Reflecting the Prime Minister’s statement at the 3rd conference on climate resilient and
                                                                      th
            sustainable development of the MD of Viet Nam on March 13 , 2021 in Can Tho city, CTU established
            the SDMD Outlook 2045 for scientific dialogue to support the MD until 2045 and beyond. The purpose
            of SDMD Outlook 2045 is to ensure the sustainable development of the MD through effective climate-
            change adaptation measures in accordance with Resolution No. 120. CTU is the leading institution of
            SDMD Outlook 2045 under close collaboration with local governments, universities and companies
            in the MD of Viet Nam. Main tasks of SDMD Outlook 2045 include (1) technology transfer to private
            sectors, farmers and fishermen, (2) effective utilization of university assets, and (3) lifetime education
            including master’s courses mainly for local officers. CTU has already established a steering committee
            (8 members) and a task force (29 members) for SDMD Outlook 2045 in June 2021.
            3) Skills of the implementing agency

               As stated in 1.5.2, through the capacity development by the Project and the ODA Loan Project, CTU
            has already equipped with sufficient technologies and capabilities for the continuation of the Project’s
            activities and outputs.
            4) Finance of the implementing agency

               The total budget of CTU has increased during the last few years. It is 883.6 billion VND (about 4
            billion Yen) in 2020, 1.5 times the total budget at the starting time of the Project. About 50 % of the
            total budget is by tuition, and about 35 % by the state budget.

               Because the state budget is expected to decrease in coming years by the introduction of universities’
            autonomy in the national policy in 2020, CTU needs to devise ways to compensate for the reduction.
            The possibility includes earning income through charges of the advanced equipment procured
            under the ODA Loan, and external funds from national and international sources. In addition to the
            acquisition of funds through joint research and technology transfer with local governments and
            companies in the MD, CTU seeks to increase the acquisition of external funds through SDMD Outlook
            2045 activities. CTU aims to achieve complete financial autonomy in its task-oriented strategy over the
            next five years. These prospects likely financially secure the continuation of the Project activities.
            5) The 2  phase project

               The title of the 2nd phase project is “Project for Enhancing science-based integrated collaborations
            towards sustainable development of the Mekong Delta Region under climate change”, the follow-up
            of the current Technical Cooperation Project and the ODA Loan Project. The 2nd phase project will be
            implemented on the bases of all assets built by the two current projects; network between CTU and
            JSUC, master’s programs of climate change, outputs of the 40 Joint Research Programs, upgraded CTU’s
            staff members, and the research facilities and equipment procured under the ODA Loan Project.

               The concept of the 2  phase project is to strengthen CTU’s practical capability through deploying
            climate adaptation measures in the actual production fields of agriculture and aquaculture for the
            sustainable development of the MD in collaboration with local authorities, private sectors and research

            institutions. Main activities of the 2  phase project include continuation of the three master’s programs
            (climate change) launched by the current Project, training for local government officials, deployment
            of the research outcomes of the current two Projects in the production fields, and networked
            environmental monitoring in the MD. CTU has already organized a task force to form organizational
            structure for the 2nd phase project. Most provinces of the MD have signed the letters of collaboration in
