               b) Environment and economic impact on MDR and beneficiaries is also highly expected through
            technology transfers based on the outputs of the Joint Research and continued implementation of
            outreach activities in local communities.
               c) The Project partly contributed to organizing “Study in Japan Fair” in CTU by JASSO (Japan Student
            Services Organization). JASSO held the Fair at CTU for the first time on March 9th, 2019. Six Japanese
            universities participated to provide information on study in Japan to more than 300 CTU students.
               d) CTU receives the JICA President Award in 2019.


            4.1.6 Sustainability



               The activities of the current Technical Cooperation Project are expected to continue after
            project termination, when considered on the basis of the following five aspects. The approval and
            implementation of the 2nd phase project will ensure the continuity and stimulate further development
            of outputs and benefits that have been acquired by the current Project.
            1) Policy and institutional aspects
               As is described in 1. Relevance, both the overall goal and the purpose of the current Project are highly
            consistent with the Vietnamese Government Strategy “the Socio-Economic Development Strategy
            2021-2030” and well suit the sustainable development policies and programs of MDR (Resolution No.
            120, Decision No. 417 and No. 324). The Strategy and the policies and programs in effect require the
            continuation of the Project activities.
            2) Structure of the implementing agency

               The structure of the implementing agency has already been consolidated in CTU, and new facilities,
            new equipment and human resources are expected to be fully available in early next year. The Project
            ownership of CTU is sufficiently secured for the following reasons.
               a) The Project has been implemented in parallel with the ODA Loan Project. The ODA Loan Project
            has strengthened human resources, infrastructure, and equipment to serve for advanced education,
            research and technology transfer of the international standard. Forty-five staff members have been
            dispatched for PhD (36) and Master’s (9) degrees under ODA Loan, and 88 participated in short
            training in Japan under both projects, in three main fields of Agriculture, Aquaculture & Fisheries and
            Environment as well as academic administration. Many of them have already returned to CTU and are
            working as core members.
               b) CTU organized several committees for the Project activities for technical and administration
            support, for example, New master’s Programs Committee, Committee for Ethical Guidelines/
            Instructions on Animal Experimentation, Laboratory Safety Management Committee, Committee for
            Common Use Equipment. These committees will continue function under the Rector Board after the
            Project.

               c) CTU is the crucial driving force for the development of the MDR. CTU declares, in its mission
            statement, to operate its full resources to be the leading national institution for education, research
            and technology transfer, making significant contributions to the development of high-quality human
            resources, fostering the talents and the advancement of science and technology to cater for the regional
            and national socio-economic development.
