7.1 Concepts of planned TC phase 2
7.1.1 Prospects to achieve Overall Goal of the Project (phase 1)
The Government Resolution No. 120/NQ-CP was issued by the Prime Minister (on November
th
17 , 2017) on the sustainable development of the VMD to adapt to the ongoing climate change
situation. Following this Resolution, until 2050, the VMD would become a highly progressive region
in comparison to the surroundings. Hence the livelihoods for local residents will be secured, the
proportion of ecological agriculture and advanced technology-applied agriculture can occupy more
than 80%, crucial natural ecosystems will be conserved and prospering, which could adapt to climate
change and ensure resistance against natural disasters, while natural resources could be reasonably

consumed. In addition, in April 13 , 2019, the Vietnamese Prime Minister issued the Decision No. 417/
QD-TTg, aiming to specialize the implementation of the Resolution No. 120/NQ-CP, in which resources
advocacy and development and interdisciplinary data update and systemization and basic investigation
intensification are two in six main specific responsibilities and solutions besides general orientation is
to strengthen the adaptive capacity to climate change towards the VMD sustainable development.

On December 14 , 2018, CTU collaborated with Saigon Times organized the workshop named “One-
year implementation of the Resolution No. 120/NQ-CP on the sustainable development of the VMD
towards climate change” with the presence of leaders of provinces in the VMD to discuss and propose
solutions to implement the Resolution No. 120/NQ-CP more effectively. Simultaneously, leaders of
provinces in the VMD requested CTU to support the VMD provinces in doing research and proposing
methods for the sustainable development of the VMD in order to effectively implement the Resolution
No. 120/NQ-CP.
The vision of CTU is to be one of the leading higher education institutions in Viet Nam and
recognized as one of the top universities in Asia-Pacific in training and research in 2022. The missions
of CTU are to operate its resources to be the leading national institution for education, research and
technology transfer, making significant contributions to the development of high quality human
resources, fostering the talents and the advancement of science and technology to cater for the regional
and national socio-economic development. CTU is the crucial driving force for the development of the
MDR.

On June 18 , 2019 at the 2019 Mekong Delta Forum organized by the Government in Ho Chi Minh
City, there were many suggestions and enthusiastic ideas from participants who wanted to contribute
solutions to regional development. With this opportunity, JICA expert - Prof. Tsunoda Manabu proposed
